我第一次看到 Reject - Resubmission Allowed 这个状态，编辑说：

If the authors can address the issues raised in the review, we will be willing to review the revision. Please note that at least one of the reviewers from this review will be invited to review your resubmission. Therefore, it is strongly suggested that the authors address the major concerns mentioned below. We look forward to receiving your revised manuscript.
这表示如果我根据审稿意见修改，我的论文有机会被接受吗？我该改投别的期刊吗？

从编辑的回复看来，期刊对你的论文还是有兴趣的，如果你可以好好处理审稿人提出的问题的话。
你首先该做的事情是仔细看过审稿意见。如果审稿人提出来的问题你觉得都可以解决，就可以直接修改论文，重投到这家期刊。如果修改的内容让人满意，那还是有很好的机会可以被接受的。此外，编辑还提到，重投的论文会发给至少一位上次的审稿人，所以重投速度有可能比较快。
但是，如果你觉得你没有办法处理审稿人提出的问题，那还是考虑投别的期刊。
